The lucky number is a bot created for guessing a specific number that the broadcaster chooses, there is a rank in which the tipper has to guess the hidden number. The command !show is useful to the tipper since it will show the numbers that are already guessed.

The randomness and probability play a very important roll in here. Sometimes the tippers with the right knowledge on statistics and mathematics are the ones who guess the lucky number, but sometimes luck is all you need to guess the lucky number.
