Public Tip Notes Bot

This bot gives the option for public tip notes (like that other site). If the user types p before their tip note message it will be a public tip note in chat. See Pictures Below. Also gives an option for minimum amount to send a public tip note message. Currently the model will see the tip note twice if it is public, working on finding a solution for this.
