Description:
Simple instant-win lottery bot. User tips the entry amount and the bot instantly does a drawing to see
if the user wins, based on the model inputted chance. Model can manually add/remove winners to the list
and also allow mods to do the same. Up to 3 lotteries can be run simultaneously as long as the tip prices
are different.

Use /l.help to show list of commands for the model/mod
